Guernsey: A Small Island Stop With Big Advantages

Across most of Europe, digital clearance is now the norm - a database entry, a reference number, and little more than a screen to show for it. Guernsey has taken a different approach, keeping a physical document at the centre of the clearance process. For captains completing a non-VAT-paid export sale or resetting a Temporary Admission (TA) VAT waiver, that old-fashioned approach can be a real advantage.

An “Old School” Approach That Still Works

The mechanism is the GC27 Guernsey Clearance Document, physically stamped and dated by Customs at the point of departure from the EU. No portal, no login, no record that could go missing or be disputed later. Just an officer’s stamp and a date, providing physical proof of the vessel’s EU exit on the day it happened.

At a time when most jurisdictions have gone fully digital, it’s a deliberately old-school approach - and one that gives captains something increasingly hard to come by: clear, tangible evidence that they’ve checked out of the EU.

What the GC27 Confirms

The GC27 confirms VAT-free and duty-free status for fuel taken on in Guernsey and stands as formal evidence of EU clearance - functionally similar to Spain’s TPA process, but delivered with none of the ambiguity.

Because it’s issued and endorsed by Customs at the moment of departure, it provides evidence that the vessel was outside EU tax jurisdiction on a specific date. That single fact does two jobs: it can complete a non-VAT-paid export sale, and it resets the clock for any vessel sailing under a TA VAT waiver.

The document holds for 18 months from issue - enough runway to cover a transatlantic season, or a refit that quietly overruns its schedule, without the paperwork expiring underneath you.

And once it’s issued, there’s no obligation to come back to Guernsey. Plenty of yachts do anyway, drawn back by the competitively priced fuel, the straightforward process, or simply because the first visit worked well.

Who This Matters To

The value is clearest for two kinds of passage. Captains heading transatlantic, who need clean, defensible proof of EU exit before they go. And captains running a European refit, where a Guernsey stop offers a genuine safety net if the yard period runs long and the TA clock starts to close in.

The timing works in Guernsey’s favour. With much of the fleet departing the Mediterranean for refits at Northern EU yards, or leaving those yards for the Caribbean season in the weeks following the Monaco Yacht Show, Guernsey occupies a convenient position on that route - allowing captains to secure competitively priced, duty-free fuel and leave or re-enter the EU with a clear physical record of their departure before continuing north or west.

Why It’s Worth Getting Right

The numbers involved make this worth taking seriously. An expired TA waiver, or an export sale left incomplete, can leave a vessel liable for VAT on its full value, plus penalties - a costly mistake for the sake of one missing piece of paper.

The GC27’s physical, dated evidence is precisely what helps avoid that situation, which is why understanding the process properly, rather than treating it as a formality, belongs on every captain’s checklist.

Local Support on the Ground

None of this runs itself, and getting it right comes down to who’s coordinating it on the ground.

Bachmann Group, based in St Peter Port and assisting visiting yachts to the Channel Islands since 1974, provides Customs and Immigration consultancy covering clearance, TPA and related documentation, alongside broader VAT and Temporary Admission services.

The team also handles the practical side of a stop - bunkering, provisioning, and crew or guest concierge support - from an office just 300 metres from St Peter Port Harbour.

These Bachmann services are headed up by Ben Mahy C.Eng MRINA, Director of Port and Technical Services. Ben has over 25 years’ experience in the superyacht industry, with expertise in yacht design, shipbuilding and bunker fuel supplies. As a qualified port agent, naval architect and marine engineer, he leads Bachmann Group’s Technical Services, supporting port logistics, yacht management, ISM and new-build and refit projects.

For captains weighing up a Guernsey stop, whether for a VAT-free export sale, a TA reset, or both, it’s the combination of a rigorous, physically evidenced process and an experienced local agent that makes the island a practical stop to have on the radar.
