Antigua & Barbuda operates a fully-fledged international registry with over 1,400 registered ships of more than 8 million tons gross tonnage. The registry is ranked 17th amongst the world's merchant fleet, is internationally well recognised by ship owners, international ship financing banks by Port States, Flag States and the International Maritime Organization (IMO). In the yacht registry, there are about 240 yachts of varying sizes recorded in Antigua and Barbuda. Ships and yachts registered under the Antigua and Barbuda flag are welcome in all ports around the world. Antigua & Barbuda has signed, ratified or acceded a number of key international conventions. Antigua & Barbuda recently enacted a revised, modernized and consolidated Merchant Shipping Act of 2006 which covers all aspects of safety, security and the requirements for cleaner oceans. Antigua and Barbuda has a worldwide coverage of about 200 nautical inspectors. Recognized Organizations, which are all IACS- members, act for and on behalf of the Administration, perform statutory surveys, inspections and issue statutory certificates on its behalf. The Department of Marine Services & Merchant Shipping issues endorsements against equivalent certificates from flag states in accordance with the STCW 95 Convention, as well as seafarer's books. Antigua & Barbuda is on the white list of flag states which proved evidence that the procedure for the issuance of endorsements complies with the requirements of STCW 95 and that it gives full and complete effect to the convention. The Marshall Islands Government initiated a ship registry program in 1988. With the adoption of a new maritime Act in 1990, the maritime laws of the Republic were brought into line with the many worldwide changes in ship registration, financing and licensing which have occurred in the shipping industry. In 2002 the Marshall Islands Government expanded the maritime registry to include commercial and private yachts. Yacht registration can be completed in 24 hours, provided all requisite documents and survey are in hand and properly completed. Yacht owners can choose the 'home port' of either Bikini or Jaluit. Private yachts registered in the Marshall Islands are eligible to obtain a US Cruising License. Another popular feature for many users, is that the Yacht Registry permits a private yacht to be chartered out for up to 12 weeks, without having to register the yacht as a 'commercial yacht' (provi ded that they satisfy a number of additional requirements not imposed upon yachts used purely for 'private use'). Recognizing that the average turnover of private yachts is approximately three years, the Yacht Registry has initiated a program whereby owners of private yachts can now register their vessel for a three-year period without the need for yearly renewals. This three-year option is in addition to the customary one-year registration and not only frees the owner and/or Captain from the annual filing and payment requirements, but also provides for a reduction in costs in comparison to the annual payments required during the same three-year period. This option is part of the continual efforts by the Marshall Islands Yacht Registry to provide the yachting industry with more meaningful choices when selecting a Flag State. Offices located in Dalian, Ft. Lauderdale, Hamburg, Hong Kong, London, New York, Piraeus, Seoul, Shanghai, Singapore, Tokyo, Washington, DC/Reston and Zurich have the ability to register a yacht, record a mortgage, form a corporation and service their clientele.
